Wait and save so that you have two-three months worth of money, then go to a salon in an expensive neighborhood. They get very picky clients who complain over the slightest thing, so they only keep the best cutters.
If you get a really good cut, you can go longer between cuts, too.
Dress nicely and tip well, and if you're happy and want to go back, you'll get good service again. They don't have to know that you're not heiress to a big fortune.
